A short clip filmed at an HDB void deck shows a young child crying and rolling on the floor while a helper standing nearby appears to be looking down at a phone.

The clip runs for under nine seconds and shows only one stretch of the void deck. The post does not give the block, the date or the names of the people in it, and the footage begins after the child is already on the floor.
